Southwest China refers to vast areas located in southwestern China, including most of the Qinghai-Tibet Plateau, the Sichuan Basin, the Qinba Mountains, and most of the Yunnan-Guizhou Plateau. The corresponding administrative divisions generally include the majority of Sichuan, Chongqing, Yunnan, Guizhou, and Tibet Autonomous Regions as well as southern Shaanxi. The main features of this area are complex landscapes, diverse climates and large populations. The more significant topography is: Sichuan Basin, Yunnan-Guizhou Plateau and Qinghai-Tibet Plateau, which is also a densely populated area in China.

There are many rivers and lakes here, mainly representing rivers including the Yangtze River Basin, the Pearl River Basin, the Red River Basin, the Mekong River Basin, the Nujiang River Basin, the Irrawaddy River Basin, the Ganges River Basin and the Indus River Basin. In addition, there are many inflow rivers in the inland river basin of Tibet to merge into large and small plateau lakes, mainly representing lakes: Namuqian Lake in the northern Tibetan Plateau, Dianchi Lake in the Suizhong Plateau, Fuxian Lake, Bohai Sea in the northwestern plateau, and Wuhu. At the same time, this area is also a tourist attraction in China, and the famous mountains and rivers in China are gathered here.

On July 18, 2017, China's Ministry of Transport, the National Tourism Administration, the State Railway Administration, the Civil Aviation Administration of China, the China Railway Corporation, and the National Development Bank jointly issued the "Opinions on Promoting the Integration of Transportation and Tourism Development". By 2020, a tourism transportation system with reasonable structure, perfect functions, outstanding features and excellent service will be basically established. Establish and improve the operational mechanism of the integration of transportation and tourism, and basically form a “fast-forward” and “slow-travel” tourism transportation infrastructure network. The supply capacity of tourism transportation products is obviously enhanced, the function of tourism transportation services is obviously improved, and the service quality is effectively improved.

The opinion pointed out that tourism transportation product innovation should be promoted and low-fly flight tourism products should be developed. Support the development of low-altitude tourist routes and encourage the development of air travel products such as air tours, aviation experiences, and aviation sports. Actively carry out the pilot program of general aviation tourism, and encourage key tourist cities and qualified tourist areas to open low-altitude tourism routes. Promote the construction of the general airport, build a low-altitude tourism industrial park, a navigational tourist town and a flight camp. Support low-altitude tourism general aviation equipment independently developed, to create low-altitude flight tourism equipment and supporting specialized production and industrialization application base.

The development of tourism construction is one of the ways to promote the local economy. In recent years, with the diversification of tourism and leisure, various formats of low-altitude tourism are receiving the attention of investors. In August 2017, the National Tourism Administration announced 16 general aviation tourism demonstration units in Xinjiang Altay Kanas Scenic Area, Heilongjiang Heihe City Wudalianchi Scenic Area, Zhejiang Hangzhou Qiandao Lake Tourist Area, and Chongqing Wulong County Karst Tourist Area. It has made a non-negligible contribution to the local economic development.

Industry experts believe that with the further liberalization of “low-altitude control”, the general aviation industry in the domestic low-altitude field will face strategic development opportunities, which is expected to drive the market scale of over one trillion yuan and the 10-year golden period of the entire navigation industry chain. In 2020, the market size of China's general aviation will reach 1 trillion yuan. The favorable policies have led to the formation of low-level tourism industries by major enterprise groups. According to the data, as of the end of 2016, China's low-altitude tourism routes have reached 133, and 100 air-fighting camps have been built and named nationwide, and 200 aviation clubs have been established. In the first half of 2017 alone, there were as many as 21 new low-altitude tourist routes in China, involving 14 provinces.
